Aim Texas Overseas Management Group (AIMOMG) has attended a tender in association with Leader+, Georgia (Sub-consultant) for providing consultancy services for Preparation of the Feasibility Studies, Preliminary Design, Detailed Design and Preparation of Bidding Documents for Bakuriani, Didi Mitarbi and Chiatura (43405-028) under Urban Services Improvement Investment Program (Tranche 6 – UWSCG/QCBS/01-2019) of Georgia. The project is funded by ADB (LOAN-3441 GEO).

The purpose of the assignment is to address the comprehensive execution of different stages of  Design from the Feasibility Studies up to the Detailed Designs and the preparation of Tender  documents, as described below. The Consultant is self-responsible for sufficiency of its work and the Terms of Reference are not  intended to be exhaustive but to show the minimum requirements for the outputs.
 

The project has two parts: 1) improving of Water Supply and Wastewater infrastructure including reconstruction of wastewater treatment plant (WWTP) in Bakuriani and Didi Mitarbi, which are located in Borjomi municipal area (Samtskhe-Javakheti Region), and 2) improving of wastewater network and reconstruction of WWTP in Chiatura City (Imereti Region). See following Figure.  

Bakuriani is one of the most popular tourist destinations of Georgia as mountain resort area along with Gudauri, Svaneti, and Goderdzi.  The tourist population significantly affects the Bakuriani daily dynamic population. According to MoESD’s 2017-2018 season data, the number of visitors increased by 15 percent compared to the winter ski season of 2016-2017. In total, 132,704 ski lovers visited Bakuriani during the 2017/2018 season through more than 100 hotels, resorts, apart hotels and gesthouses with more than 2,000 overnight capacities.

City of Chiatura municipal area is located in Imereti Region, in a mountain valley on the banks of the Kvirila River, at 340- 500 masl, at 190 km from Tbilisi. Chiatura municipal area has a population of 39,884 by 2014 census, however, the urban population (Chiatura City population) is 12,803. Chiatura was founded in the late 1800s as a mining colony. Every corner of the town was connected with the mines through the cableways. Rapid development of exploration, extraction and processing of the Manganese resulted in formation of Chiatura as a town. The historical urban fabric of the town  is rich with  architecture  of the late 19th and 20th centuries.

Summary Scope of the Project: 
The scope of work under the consultancy services is to assist in the Employer in obtaining for the  towns of Bakuriani and Didi Mitarbi the following documents:
1.     Bakuriani 
o   Feasibility Study and Preliminary Design of Water Supply network.
o   Feasibility Study and Detailed Design of Wastewater network.
o   Feasibility Study and preparation of Bidding Documents for WWTP according to Design/Build/Operation (DBO) guide issued by ADB in June 2018.
2.     Didi Mitarbi
o   Feasibility Study and Preliminary Design of Water Supply network and Wastewater network.
