Aim Texas Overseas Management Group (AIMOMG) has attended a tender in joint venture with Technital (Italy, Lead Consultant and SAMAN Corporation (Korean Republic) for consultancy services for Batumi Bypass Road Project – BBRP/CS/QCBS-03 Construction Supervision of Bakurtsikhe-Tsnori Road Section (LOAN 50064-001 GEO), funded by ADB.
Georgia has received financing from the Asian Development Bank (ADB) and the Asian Infrastructure Investment Bank (AIIB) towards the cost of the Batumi Bypass Road Project and subject to further ADB approval intends to apply part of the proceeds of the ADB part of this financing to Consulting Services for Supervision of the Construction of Bakurtsikhe-Tsnori Road Section.
The Executing Agency for the project is the Ministry of Regional Development and Infrastructure (MRDI) and the Implementing Agency is MRDI’s Roads Department of Georgia (RD). RD will be the Employer for the civil works contracts and the Client for consultancy services.
These Terms of Reference (TOR) will be used by the RD in selection of the Construction Supervision Consultant (CSC), in accordance with the procedures set out in Guidelines on The Use of Consultants by Asian Development Bank and Its Borrowers. The selection method used will be Quality and Cost Based Selection (QCBS), with a quality: cost ratio of 80:20. The resulting contract will be time-based.
The Civil Works contract for construction of Bakurtsikhe-Tsnori road section will be signed using FIDIC MDB Harmonized 2010 edition of Conditions of Contract for Construction for Building and Engineering works designed by the Employer – i.e. the “Pink Book”.
The Batumi Bypass Road Project: Georgia is located south of the Caucasus Mountain range, with Russia to the north, Armenia and Turkey to the south, Azerbaijan to the east, and the Black Sea to the west. It has a population of 4.5 million. Georgia, due to its geographic location, provides the shortest transit link between Central Asia and Europe. Hence, transport plays a pivotal role in supporting the national economy, and development of the transport sector is vital to increasing economy of the region through reduced transport costs and increased transit revenues.
