On November 14, 2022, Aim Texas Consultants, in collaboration with WAPCOS Ltd from India, participated in a tender for Consultancy Services to provide Project Implementation Support for the Karakalpakstan Solid Waste and Horezm Solid Waste Projects. These projects are set to be funded by the European Bank for Reconstruction and Development (EBRD) with a Project ID of 50696. In this joint venture, Aim Texas Consultants assumes the role of the “Lead Consultant,” while WAPCOS Ltd acts as a JV member.

The Terms of Reference (TOR) for this assignment, which involves the consultancy services contract for Project Implementation Support, outline several tasks and activities. These include responsibilities such as engineering, design, contract supervision, and construction supervision, where the consultant will serve as the designated “Engineer” within the project.

In order to tackle priority environmental concerns in western Uzbekistan, the European Bank for Reconstruction and Development (EBRD) is offering support through long-term sovereign loans of up to US$ 120 million. These loans will be utilized for essential investments aimed at enhancing the solid waste management (SWM) infrastructure in the following areas:

  • Karakalpakstan Solid Waste Project – a sovereign loan of up to USD 70 million; and
  • Horezm Solid Waste Project – a sovereign loan of up to USD 50 million.

This initiative will make a valuable contribution to Uzbekistan’s decarbonization endeavors, aligning with the goals set forth in the Paris Agreement. Additionally, it will provide support for the national solid waste management strategy, which is a significant priority for Uzbekistan. Currently, less than half of the population in Uzbekistan has access to modern waste management services.

The Projects have been incorporated into the country’s program for modernizing solid waste infrastructure, which is an integral part of the national solid waste management (SWM) strategy. The Priority Investment Programs encompass:

  • Construction of new sanitary landfills
  • Construction of waste transfer stations (TSs)
  • Construction of civic amenity sites (CASs)
  • Purchase of the required equipment for these facilities
  • Pilot project for collection and anaerobic processing of food waste

Karakalpakstan (RK) accounts for over one-third of Uzbekistan’s total land area and has a population of approximately 2 million people. The region generates approximately 187,000 tons of solid waste annually. Around half of the population resides in rural areas, and waste collection services are available to only one-third of the local residents. The Horezm region (HR), with a population of 1.7 million, produces approximately 280,000 tons of solid waste annually. In rural areas, where 67 percent of the region’s population resides, waste management services are accessible to only 1 percent of residents.
