The Azerbaijan representation of Aim Texas Trading, LLC Overseas Management Group (Lead Consultant), USA, has attended to consultancy tender for development of Azerbaijan National Solid Waste Management Strategy in Joint Venture with ICP Ingenieurgesellschaft Prof. Czurda und Partner mbHAuf (Associate Consultant), Germany, in June, 2014.
The project is a World Bank funded project, and will be performed in line with the Comprehensive Action Plan for Improving Environmental Situation in the Republic of Azerbaijan for 2006-2010 (instituted by a September 28, 2006 Presidential Decree (No. 1697)) formed the basis for the recent proactive response by the Government to its environmental and solid waste management challenges.
The National Solid Waste Management Strategy (National Strategy), as the objective of this consultancy, seeks to establish solid waste management as a national priority. The National Strategy will seek to systematically engage stakeholders, set priorities, and move to action in a coordinated and coherent way to remediate the above conditions. In particular, the initial focus will be on improving core collection and disposal processes including the development of regional landfills and transfer stations that will provide disposal services for various groupings of rayons throughout Azerbaijan.
To date, the national government has responded to the need for a National Strategy by beginning to implement an effective Integrated Solid Waste Management (ISWM) program for the Greater Baku capital region with the support of the World Bank. The Government is now seeking to expand its efforts to improve SWM practices and facilities to the entire country. To accomplish this, a comprehensive National Strategy is required to accomplish the necessary improvements in an expeditious, technically sound, and economically sustainable manner based on approaches that have been successfully used in other countries and which are appropriate to the Azerbaijan setting.
Currently, little reliable data exists on solid waste quantities and the collection rate of existing SWM programs throughout Azerbaijan. As a first step in developing the National Strategy, the Government undertook an initial basic assessment of solid waste management conditions throughout the country This resulted in the National Solid Waste Management Assessment Report (National Assessment) prepared by COWI in February, 2012. The information and data derived through this National Assessment serves as an important starting point for developing an effective National Strategy.
